HOW TO OBTAIN FINGERPRINT BACKGROUND CHECKS THROUGH FDLE USING THE LIVESCAN SYSTEM

The Florida Department of Law Enforcement (FDLE) no longer accepts paper or rolled fingerprints; all fingerprints submitted must now be through the LiveScan system which utilizes electronic scanning.

As an alarm system contractor your employees are required by statute to be fingerprinted and criminal background checked through FDLE upon hiring and subsequently must complete the criminal background check every two years thereafter (F.S. 489.518 & 489.5185)

The Integration Association of Florida has developed this document to detail the steps necessary for contractors to obtain the required fingerprint check using the new LiveScan system.



From FDLE:

If you are required to submit fingerprints for a Florida Criminal History record check you must submit those prints electronically (Livescan) . Please complete the attached form to submit fingerprints electronically (LiveScan). Once we complete your registration we will email you. You may then begin submitting fingerprints via a LiveScan service provider located on our website at
www.fdle.state.fl.us/Criminal-History-Records/Registered-LiveScan-Submitters.

You may also submit electronic fingerprint via your local Sheriffs office or Police department if they provide this service for the public.
The fee for a state of Florida criminal background check via livescan is still $24.00. However the Livescan service provider, Sheriffs office or Police department that submit the fingerprints will charge you a service fee. Payment options depends on the method you choose to submit electronic fingerprints.

• Livescan service providers require payment when fingerprints are scanned and submitted.
• Sheriffs office and Police departments require you to go through Florida Department Of Law Enforcement’s( FDLE) Civil Applicant Payment System- CAPS https://caps.fdle.state.fl.us/caps/homePage.jsf. This website allows applicant(s) and/or licensee{s) to provide credit card payment information for submitted criminal history requests that were transmitted to FDLE Civil Workflow Control System (CWCS) via an authorized livescan device.

Results for livescan fingerprints will be returned electronically via secure mail



The key factor in using the LiveScan system is that the company asking for the fingerprint check is now required to have an ORI number; this number tells FDLE where to send the results of the check.

Previously a generic ORI number was available under the paper system; with the new electronic system this option is no longer available.

Under the new system each contractor will be required to obtain an ORI number in order to receive the results from a fingerprint check from FDLE.

To obtain your ORI number you must complete and send the following form to FDLE with one caveat:

ENTRY NUMBER 2 ASKS FOR ASSIGNED ORI NUMBER; YOU MUST LEAVE THIS ENTRY BLANK.

Upon receipt of this form FDLE will assign you an ORI number; at which point when you send someone to obtain fingerprints from a LiveScan provider you will give them this number to present to the provider which will route the results to your company.
